I am not sure that there is any disagreement at all. It is just a sign: if the manger is not experienced enough, he/she will hit more pitfalls than expected. There will always be some surprise, as no one is perfect. However, if the surprise happens often, or it would't happen if a more experienced manager was in charge, it indicates this manager is not ready.
